There's two ways to answer the question, or rather two readings of the question to answer.

First: "is it still possible to troll using the 'I'm a fan' system?" My answer: while it is possible to abuse the system, I wouldn't call it trolling, but rather a dishonest abuse of the system. In its way, the "I'm a fan!" button is like rating content four or five stars was in the classic rating system: logically it shouldn't happen very often, but many people have no problem clicking "I'm a fan!" of nearly everything they see. The VRSOF seems to have remained active after the change with this express purpose (which to me seems a perversion of the original intent).

Second: "Now that there are no more ratings, can trolls still troll?" My answer: Of course it's possible to troll, because trolls comprise a larger group than just ratings whores (and the ratings destroyers). Trolls exhibit hateful and hurtful behavior. One of the most popular ways of trolling Fanpop is to post non-constructive criticism, ridiculing or shaming other users, preferably in such a way as to indicate that the user isn't even paying attention. For instance, trolling an article: "i didnt read it it looked boring an dat is a first i luv to read". Another classic example is trolls going into a club just to denigrate it (you can see countless examples of this in the Twilight, Justin Bieber, Christianity and Atheism clubs). Trolls exist to promote hatred, spite and animosity, and their ability to do that is hardly diminished by removing ratings.
