Well, after Zuko got shot with lighting, crazy ass Azula went after Katara, Katara noticed the water in the sewer. When Azula came close enough she waterbended and froze the water. When Azula couldn't firebend, she put chains on her and chained her crazy ass down! Afterwards I'm guessing she went to a mental facility. The series doesn't say.
