You're right in your observations. But, if you think about it, you can classify him as a super if you wanted. Here are only a few superhero types and which supers fall into the categories:
1. Flying Hero; can fly: Superman, Wonder Woman, Hawkman
2. Strong Hero; has ultimate strength: Superman, the Incredible Hulk, The Thing (from the Fantastic Four), Wonder Woman.
3. Gadget Hero; uses gadgetry like second limbs or superpowers: Batman, Inspector Gadget, Robin
4. Magical Hero; has magic: Hawkman, that one girl who says the word backwards and then it happens, etc.
5. Elemental hero; can control the elements: Firestorm -I think fire, Storm - Weather (from the X-Men, sorry I'm mixing DC with Marvel, but I'm only doing it to illustrate a point), Poison Ivy - Earth, etc.
6. Mental Hero; can control people with their minds: Faith from the Justice League, Saturn Girl from The Legion of Superheroes, and a few others I can't remember at the moment.
Batman is a "Gadget Hero." His gadgets make up for his lack of powers. See? You can still call him super if you wanted.
