I think it's between Chuck and Serena on this since they seem to have a better friendship than Nate and Blair. Ya know? I don't get where you say C and S aren't close...?? They have kind of that love/hate relationship that siblings share but that doesn't mean they don't care about each other. She always comes to him when she needs to get out of a jam. She came to HIS suite when she didn't want to go to brown. He's looked out for her countless times. She helped him with his club opening. She acted concerned for him in "The grandfather" "The wrath of con" and "Valley girls" and that's just right off the top of my head. Not to mention they lived together. Sure she acts exasperated with him at times but I feel like deep down they really care for each other and you can see that. posted over a year ago.
