Well, Entei and Raikou can be located through the map on your PokeGear after you encounter them at the Burned Tower. I'm not sure, but if you take the event Pichu to the shrine in Ilex forest, you obtain another rare Pichu. I believe if you befriend the new Pichu, you can see Celebi there! :o (Correct me if I'm wrong! XD)

Oh, yeah! Catch a Stantler! They know Hypnosis, and I've found no matter what level the Pokemon, It'll move before Entei OR Raikou!
