Yeah, I'd say he likes you! If you already briefly speak to him, he may just want to become friends and is a bit shy (perhaps if you're a kid) but if you're in your late teens/adult then I'd say the higher chance is that he has a crush on you, but he's too shy.
So now that we've worked out whether he likes you, the question still remains: Do YOU like him...?
