I got puzzled on that, because I thought that they died when the car crashed which sends them to Silent Hill, the city of the dead or should I say gateway to Heaven or Hell. I thought that Rose and Sharon are seeing flashes of their lives passing by, and how they fought together to proved that the power of mother's and daughter's love was far more powerful than the executer himself. Like last judgement before the gateway opens either Heaven or Hell. I so believe that in most country they believed that when a person died they end up in a play which lies between Heaven and Hell.
