If your dog was taken by a social worker, I’m afraid that if you’ve saved your game at any point after that happened, you can’t get your dog back.

However, I know that when kids are taken away, they’re moved to a random household in the town; you just have to find them. What you do is go to edit town, then click on any household icon and see which members are present. If you do happen to find your dog, choose to move your current active household (it can be just one member, but it has to include at least one adult) and split the household up; or if you have just one Sim, merge with the household that your dog has been placed in. Then, make the dog’s new family the active household and make your Sim go to a computer. Choose move, and select the house you just moved from. Now you should see the option to take additional members of the househld with you. Choose to take your dog, and click ok. If all goes well, you should end up back in your house with your dog.

Also, when you go into edit town, go to the household tab, and you should see a family icon. That’s where you can create characters.
