YouTube Should there be some legal consequences for those YouTube users who keep posting the non-existent,even dangerous,video download links with malevolent intentions?

They should be banned from YT for life!! Some of those links are extremely dangerous for they are not just a hoax, or a spam, but also designed to infect your computer or a mobile phone with a lot of viruses upon the download of a non-existent content, especially some so called full movies. There is no film/movie at all to download in most cases!! How come there are no legal sanctions for such users who keep posting those 'download links' is beyond me!

I always try to report every suspicious comment with links, but there`re so many under every video. The bothering part is that all those comments are very similar to each other and YT could`ve already made a filter to automatically remove any comment of that kind.
